The UEFA Grassroots framework is based on four pillars: players, environment, game and workforce, supported by enablers. A club development framework built around these elements allows us across the game – UEFA, national associations, regional associations and clubs – to align our vision and work. This will enable clubs to be part of and contribute to national achievement, as well as the wider development of football across UEFA.
Club development should be recognised as a long-term investment programme and a process that will continue to evolve over many years to meet the needs of an ever-changing society.
What this looks like for a national association
Players: developing clubs with a focus on giving everyone the opportunity to develop holistically and to play, enjoy and be part of football.
Environment: developing inclusive clubs that play an active part in their local communities and contribute to the inclusion, well-being and fulfilment of their members and wider society.
Game: supporting clubs in the development of a grassroots philosophy, player pathways and flexible football provision to support the local football community.
Workforce: developing and educating volunteers and staff on and off the field to build clubs’ workforces in support of their administration and activities.
Enablers: establishing a club development support structure and network to facilitate clear communication and information sharing and providing a club and facility mapping tool to ensure that all clubs are recognised and visible.

The table on the next page provides examples of how clubs can help to support and deliver a national association’s priorities.
